Basic requirements for storage and filling of liquid chlorine

First, the factory requirements:

1. The liquid chlorine storage tank area, liquid chlorine heavy bottle warehouse, steel bottle filling, cylinder vaporization, tank truck filling, and connection and unloading should adopt closed plant;
2. Alkali spraying device or water curtain wall should be set outside the liquid chlorine storage tank factory to reduce chlorine spillage;
3, liquid chlorine storage tank must be set according to requirements cofferdam, liquid chlorine tank tank cofferdam should meet GB50351;
4. For filling sites, if there is no closed condition, two or more mobile vacuum absorption hoses must be equipped at the filling site to achieve the leakage point and be connected to the accidental chlorine absorption device.
 
Second, liquid chlorine and chlorine gas process system specific requirements:
1. Set up an accidental chlorine absorption device (hereinafter referred to as absorption device) to prevent the leakage of chlorine gas. The absorption device ensures that the chlorine discharged from the device is stopped at any time, in normal state and in abnormal conditions. The absorption device has at least 30 minutes of production capacity. Chlorine gas capacity
1) The emptying port of the chlorine system safety water seal facility should be led to the absorption device;
2) The safety valve vent line installed in the chlorine system shall be led to the absorption device;
3) In the liquid chlorine plant, connect the lower part with the absorption device connection facilities. The non-metallic plastic elastic hose is used for the suction end, and the length, diameter and quantity of the non-metallic plastic elastic hose should be determined according to the amount of chlorine gas that may be leaked and the location of the leakage point, so as to ensure timely leakage of chlorine in the corresponding area. The absorption device was introduced; the device leaked chlorine gas into the accident absorption tower, and the concentration of neutralized alkali was periodically tested. The air volume must meet the requirements, and the pumping air supply must be guaranteed.
2, liquid chlorine filling:
1) The liquid chlorine cylinder filling measurement instrument shall be provided with over-load alarm and liquid chlorine automatic cut-off device;
2) Filling of car tankers: anti-overloading and alarm facilities and automatic shut-off devices for filling lines shall be provided. Electronic weighing devices shall be equipped to measure and refill the filled tanks.
3, liquid chlorine vaporization
1) Weighing cylinders should use automatic weighing instrument to accurately control the amount of vaporization;
2) An automatic shut-off valve is provided between the vaporization pipe and the chlorine buffer tank. When the pressure of the chlorine buffer tank is over-high or the on-site chlorine alarm high high limit is linked, the liquid chlorine is automatically shut off.
Third, security prevention
1) Pressure vessels such as liquid chlorine storage tanks, metering tanks, and carburetors should be equipped with safety valves.
On-site pressure gauges, level gauges, thermometers, etc., and pressure, level, temperature signals to the DCS (or PLC) for display, recording, alarm and trend records; submerged pump and control valve should be in the DCS (or PLC ) to operate. Liquid chlorine storage tank area, chlorine liquefaction, liquid chlorine gasification, liquid chlorine filling, chlorine compressor or blower room, etc. may leak chlorine gas should be set fixed toxic gas detection alarm (preferred to use the meter display), should meet SH3063 -1999; Safety alarm logic and accidental chlorine absorption system, submerged pump, and control valve set up safety interlock logic;
2) Manual and automatic shut-off valves are respectively installed on the chlorine gas input and output pipelines of the liquid chlorine tank;
3) Keep at least one maximum volume of empty liquid chlorine tank as an emergency reserve tank;
4) The liquid level of liquid chlorine storage tank should not exceed 60%;
5) Cofferdams, water curtains and other facilities, with the installation of alkali spray equipment or water curtain wall ground, should have recovery ditch, pool (return water should be controlled) to prevent pollution incidents;
6) Liquid chlorine cylinder leakage emergency treatment facilities should be installed in the liquid chlorine cylinder filling area. Cylinder leakage disposal method: put lye (alkali consumption is 1.5 times of theoretical consumption) or lime emulsion;
