“Three-year planning” accelerates machine tool industry structure adjustment and product upgrade
Wu Bolin first pointed out that the "three-year plan" is the second programmatic document for revitalizing the equipment manufacturing industry issued by the central government after the 2006 State Council Document No. 8 "Several Opinions on Accelerating the Revitalization of Equipment Manufacturing Industry". In order to cope with the impact of the global financial crisis on the domestic economy and accelerate the revitalization of the manufacturing industry, the plan has carried out a comprehensive strategic deployment. Serious study and comprehensive implementation of the plan is of great significance for accelerating the structural adjustment and product upgrading of China's machine tool industry.

Wu Bolin analyzed that the difference between “Planning” and Document No. 8 is that it is more specific, more understandable in terms of policies and measures, and more operable. The "Three-Year Plan" puts forward the guiding ideology and principles of industry revitalization, goals, key tasks, and support for policy measures. It has made clear provisions on efforts to develop directions, struggle goals, and guide ideas, routes, and solutions to problems. The comprehensive deployment including industrial restructuring, independent innovation and development, technological transformation, elimination of backwardness and development of modern manufacturing services is a programmatic document guiding the three-year adjustment and revitalization of China's machine tool industry. Wu Bolin said that China's machine tool industry has maintained a rapid development in the past eight years after entering the 21st century. The total output value of the whole industry has increased from 53.9 billion yuan in 2000 to 347.2 billion yuan in 2008, with an average annual growth rate exceeding 26%. The domestic market share of domestic machine tools increased from less than 40% in 2000 to 61% in 2008. Among them, CNC machine tools are developing rapidly, and the annual output of CNC metal cutting machine tools has increased from 14,000 units in 2000 to 122,000 units in 2008. In 2008, the total consumption of machine tools in China was 19.44 billion US dollars. China has become the world's third largest machine tool producer in terms of scale and output value for four consecutive years. “Although the industry has continued to develop rapidly over the years, the phenomenon of unreasonable industrial and product structure still exists. When talking about the impact of the continued spread of the international financial crisis on China's machine tool industry, Wu Bolin pointed out that the international financial crisis has little impact on China's high-end CNC machine tools and heavy-duty machine tools, but it has a great impact on medium and low-end machine tools. In the survey of 200 key enterprises, it was learned that some enterprises have serious shortage of liquidity. Due to the slowdown in sales repayments and the combined effects of contracted prepayments for booking goods, the liquidity of enterprises is seriously insufficient. Many enterprises are unsustainable due to the break of the capital chain. The product market is shrinking sharply, inventory is increasing, and production is suspended or half. Discontinued.

Key components and accessories determine the development of the mainframe
According to the requirements of the "Three-Year Plan", combined with the development status of the machine tool industry, the China Machine Tool Industry Association proposed that the three-year revitalization plan of the machine tool industry: after three years of development, the domestic market share of domestic machine tools increased to 70%. Above, the share of CNC machine tools has increased to over 40%, and now our CNC machine tool share is 20%.

"To achieve this goal, we must improve the matching rate of domestic CNC machine tools. This is the biggest bottleneck restricting the development of machine tool mainframes." Wu Berlin stressed that the domestic market share of domestic machine tools has increased to over 70%, and the share of CNC machine tools has increased to 40. To this end, it is a common problem faced by equipment manufacturing enterprises to solve the situation that key and core components are dependent on imports and subject to people as soon as possible.

In analyzing the status quo of key components and accessories in China, Wu Bolin pointed out that in recent years, the scale of China's machine tool component manufacturing enterprises has developed rapidly and the technological progress has been rapid. However, the gap is still very large compared with foreign counterparts. The main reasons are as follows: First, the development of the industry is related to the political environment of the past. In the past, the degree of state support was not enough, and the idea of ​​quick success and quick success of enterprises was serious, resulting in heavy mainframes and light components. Second, the investment in scientific research is small and the foundation is weak. For example, in some key component areas, some of our companies can also make it, but they use high-precision functional components with ordinary machine tools. These products can also be used on some high-end CNC machine tools, but its accuracy is stable. Sex and retention are not good, plus raw material issues and process levels. The advanced components of foreign countries can be used for three years without change, and the domestic components may only be used for one and a half years. This is also the reason for the low market share of domestic functional components.
