In the first six months of 2012, the forestry sector in China demonstrated remarkable resilience and progress, driven by the strategic guidance of the State Council and the concerted efforts of the Party Leadership Group of the State Forestry Administration. Despite facing numerous challenges, including adverse weather conditions and policy adjustments, the forestry community successfully navigated these obstacles, achieving notable advancements in both ecological restoration and economic development. I. Ecological Conservation and Development
During this period, the nation achieved an impressive total afforestation area of 61,427,300 mu, representing a 4% increase compared to the same timeframe in 2011. This figure corresponds to 68.25% of the annual target. Of this, 45,399,900 mu were attributed to artificial afforestation, 103.32 million mu to aerial sowing, and 14.420 million mu to new mountain closures, completing 85.02%, 50.40%, and 42.54% of their respective annual goals. Additionally, 66,424,500 mu of young and middle-aged forest management was completed, reaching 63.26% of the planned target. Volunteer tree planting initiatives resulted in 2.29 billion trees planted, accounting for 91.6% of the annual target. Key national forestry projects contributed significantly, with a total afforestation area of 25,760,600 mu, comprising efforts like the Natural Forest Protection Project, the Returning Farmland to Forests Project, the Beijing-Tianjin Sandstorm Source Control Project, and large-scale shelterbelt systems in the Three-North regions and the Yangtze River Basin. These projects accounted for 41.94% of the total afforestation area, with 39.16% of their annual tasks completed. Social afforestation accounted for the remaining 58.06%. Nature reserve construction and wildlife protection initiatives also made strides, with the State Council approving the establishment of 24 new national nature reserves and 286 nature reserves under the forestry system.
II. Expansion of the Forestry Industry
In the first half of 2012, the production of major forest products saw a steady rise, with the total output value of the forestry industry surging by 30.57% compared to the previous year. Timber production reached 35.525 million cubic meters, marking a 10.08% increase from 2011. Bamboo production remained stable at 511 million units, while wood-based panel production surged by 31.13%, reaching 89.4543 million cubic meters. Wood and bamboo flooring production totaled 254 million square meters, similar to the figures from the same period in 2011. The aggregate output of economic forest products amounted to 17.6355 million tons, up by 3.88% from the previous year.
III. Investment Trends
By mid-year, forestry investments had reached 88.536 billion yuan, reflecting a 42.53% increase compared to the corresponding period in 2011. State investments accounted for 21.194 billion yuan, or 24.05% of the total. Investments directed toward ecological conservation and restoration totaled 52.466 billion yuan, representing 59.26% of the total. Within this, afforestation accounted for 71.99% of the investment. Supportive and protective investments amounted to 6.482 billion yuan, with seedling investments constituting 32.90%. Industrial development investments stood at 15.071 billion yuan, focusing on special economic forests, floriculture, and under-forest economies. Other investments amounted to 14.517 billion yuan. Funding sources were evenly split between state budgets (38.02%) and self-raised funds (38.47%), with central and local budgets equally contributing within the state budget.
IV. Trade in Major Forest Products
From January to May 2012, the primary forest product trade continued its upward trajectory, with the total import and export value reaching 47.66 billion US dollars, a 2.8% increase over the previous year. Exports totaled 22.17 billion US dollars, marking a 6.9% rise, while imports amounted to 25.5 billion US dollars, a 0.6% decrease.
V. Forestry Disasters
In the first half of the year, the National Forest Fire Prevention Headquarters, the State Forestry Administration, and local authorities implemented effective measures to reduce the frequency and impact of forest fires. There were 3,911 forest fires, down 25% from the prior year, affecting 12,800 hectares and causing timber losses of 26,000 cubic meters, representing decreases of 47% and 54% respectively. Casualties due to fires dropped by 75%. Major forestry pests affected 102.54 million mu, including diseases, pests, rodents, and harmful plants, with control efforts covering 54.47 million mu.
